Portland let a working class Black and white community get swept away in a 1948 flood and I absolutely believe they'd do it again if they had the chance

like if there were an island in the Willamette that was mostly populated by working class Black and white people who were I dunno unhoused or students or Uber drivers and restaurant workers, and the city knew a flood that could swamp it was coming, how hard do you think Ted Wheeler would rush to save them

that is what happened in '48. The official word the day the dam burst was "Remember: Dikes are safe at present. You will be warned if necessary. You will have time to leave. Don't get excited." Fortunately most people were away for the Memorial Day holiday and only 15 people died.

Anyway Katrina wasn't the first and won't be the last
